Leopole A. McGlaughlin, Chairman

Leopole McLaughlin is the owner of Assured Child Support (ACS) an organization that insures court-ordered child support payments and provides legal assistance to its members. ACS assists in preventing child support payers from being in contempt of court as well as provides continued coverage to their children. An experienced business strategist and technology expert with a proven record of producing innovative solutions to complex business problems. With extensive experience in the global business landscape, Mr. McLaughlin brings a unique perspective to the way real-world business functions. He is an innovative and solution-oriented business and technology professional who is adept at balancing multiple agendas to ensure forward momentum and increased productivity and bottom line performance. Mr. McLaughlin leads by example and sets a high standard of business philosophy and professionalism. He is a team player and motivated team leader with the unique ability to strategically implement high-level objectives and deliver solid results.

Samuel E. Caldwell

Samuel Caldwell is President and CEO of Caldwell Consultant Group, and brings over 20 years of experience providing technical design and implementation in client/server environments. He has supported federal customers in a number of classified and unclassified agencies, including the Department of Justice, Federal Bureau of Investigations, Central Intelligence Agency, and the National Security Agency. Mr. Caldwell's expertise in network engineering and information systems has enhanced his ability to solve complex network and system challenges with minimum disruption or inconvenience to the users. He has had a distinguished career in the United States Navy with four combat tours. In addition to holding a number of IT certifications, Mr. Caldwell is a certified Homeland Security Certified, Level III professional. He holds dual Bachelor's degrees in Computer Information Systems and Computer Networking from Strayer University and a Masters degree in Quality Systems Management from the National Graduate School.

Nebra Singleton, Treasurer

Nebra Singleton is the President of Joseph Management Consulting Group LLC (JMCG LLC), a Federal Government contractor specializing in Lean Six Sigma, Financial Management, Internal Controls, and Program Management. She has a passion for small businesses and their unique challenges, and has supported small businesses as a Quality Assurance Manager, Small Business Mentor, Lean Six Sigma/Process Improvement Consultant, and Technical Writer. Ms. Singleton is currently serving honorably as a Finance Officer in the United States Army Reserves and has served our nation for 27 years. Most notably, she served as the Deputy Comptroller supporting the drawdown in Iraq, managing more than $480M in contract dollars. She has a Bachelor’s Degree in Sociology and a Master’s Degree in Quality Systems Management.  Ms. Singleton has also earned several certifications, including Lean Six Sigma, Internal Controls, Operational Contracting Support, and Contracting Officer Representative (COR).

Walter B. Ridley, Co-Chairman

Mr. Ridley is recognized as a pioneer in the Corrections field and is the Founder/President/CEO of The Ridley Group and Associates, LLC. His work history covers service as a Warden, Parole Board Chair, Deputy Director, and Director of Corrections in the District of Columbia, and a Church Administrator. With more than 44 years of public service and an undaunted commitment to human service and community ministry, Mr. Ridley understands inter-agency relations and the complex workings of the Federal, State, and Local Governments. Mr. Ridley is a frequent lecturer, speaker, consultant, and instructor of criminal justice and public safety issues. For his outstanding contributions to corrections, Mr. Ridley was awarded the highest honor in American Corrections -- the E.R. Cass Correctional Achievement Award.

Tiffany Starks, Secretary

Tiffany M. Starks, CF APMP, is a professional editor, proofreader, technical writer, Proposal Manager, and owner of Structured Harmony Editing, LLC (SHE). She has deep and broad experience developing winning proposals for the Federal Government and managing large dollar value technical proposals, working effectively in the business development/capture lifecycle – from capture management and win strategy development to final production and submission. Tiffany has managed and/or coordinated over 185 proposal submissions ranging from less than $1M to $50B. She is certified by the Association of Proposal Management Professionals (APMP) and holds a Master’s Degree in Applied Information Technology and a Bachelor’s Degree in Information Technology from George Mason University.

David Grogan

David Grogan is a longtime resident of Bowie, Maryland and a retired Federal Law Enforcement Agent with more than twenty-four years of service, in addition to six years of active reserve duty military service with the United States Marine Corps. He has a very strong passion for youth & economic development, enhanced senior services, relentless advocacy for mental health awareness, education, Family Law and Criminal Justice Reform. David is also a strong advocate for the modernization of the Family Court System, for which he has written and implemented the “Proposed” Grogan Family Law Reform Act which is currently under review by the Department of Justice. David is currently employed as a Security Consultant/Project Manager for a female owned Security Company.
